Measure would slash access to health care for more than 7 million Californians
Sacramento, CA – This week, the No on Prop 44 campaign was pleased to see the League of Women Voters of California has officially opposed Proposition 44, the reckless statewide ballot measure that would restrict access to care for millions of patients and arbitrarily penalize clinics for providing whole-person, whole-community care.
“Prop 44 could reduce access to health care for Californians who already have the fewest options,” the League of Women Voters of California wrote in their 2026 ballot recommendations. “Prop 44 could worsen health disparities rather than reduce them.”
Health economists warn Prop 44 will cut $1.7 billion from community health clinics in the first year and billions thereafter. As a result, 88% of clinics across the state would operate at a loss. The result would be hundreds of community health clinics throughout the state being forced to make major cuts to patient services – jeopardizing care for millions of patients.
Prop 44 has major legal flaws that financially penalize clinics if they spend resources on important staff and patient services. These legal flaws and penalties would force clinics to cut back on (partial list):

“It (Prop 44) would impose a rigid spending requirement on nonprofit safety-net clinics serving low-income and uninsured patients. Clinics that cannot meet the requirement could face substantial penalties or even close, shifting patients to other public safety-net providers and increasing public costs,” the League’s voter guide went on to say.
